The 2013 Metropop Song Festival is an annual nationwide songwriting competition in original popular music being held under the auspices of the GMA Foundation, Inc.
Objectives
- To develop, enhance and champion original Philippine music compositions and musical artists.
- To enrich the quality and commercial appeal of Philippine music.
- To set trends and standards in the Philippine music industry.
3. Festival Timetable
The Festival timetable shall be as follows:
3.1 Official Launching - Sunday, September 30, 2012
3.2 Deadline for Submission of Entries - Monday, January 21, 2013, 6:00 p.m.
3.3 Announcement of Finalists - Sunday, March 3, 2013
3.4 Festival Finals - Saturday, May 25, 2013
4. Prizes and Honors
4.1 There shall be twenty (20) songs in the finals. Each of the twelve finalists shall receive individual plaques and a cash award of Twenty thousand Pesos (P 20,000).
4.2 The major awards at stake include the following:
Grand Prize P500,000 and trophy
Second Prize P300,000 and trophy
Third Prize P200,000 and trophy
4.3 The Antonio C. Barreiro Achievement Award shall be given annually to an individual, group or institution, in recognition of their outstanding contribution to the growth, development, popularity and acceptance of Philippine music.
5. Eligibility
5.1 The Festival is open to Filipino citizens only.
5.2 The Festival is open to both amateur and professional composers/songwriters and lyricists regardless of sex and age.
5.2.1 A Professional composer/songwriter/lyricist has had at least one (1) song published, recorded and released for informational, advertising and commercial purposes.
5.2.2 An Amateur composer/songwriter/lyricist has never had a song published, recorded and released for informational, advertising and commercial purposes.
5.3 All Grand Prize winners are disqualified from joining future Metropop Song Festivals.
5.4 Employees and officers of GMA and its affiliate companies and members of the various committees of the 2013 Metropop Song Festival, including their spouses and relatives within the second degree of consanguinity or affinity, will not be allowed to compete.
6. Allowable Number of Entries
6.1 Each composer/songwriter or lyricist is allowed to submit only one (1) entry.
6.2 A lyricist who has submitted an entry in collaboration with a composer is not allowed to submit an additional entry as composer in collaboration with another lyricist, and vice versa. Additional entries submitted in violation of this rule shall be automatically disqualified from the festival.
7. Technical Requirements for Entries
7.1 Each entry must have commercial/popular appeal. The presentation and technique may range from the very simple to the most complex type.
7.2 Each entry must be wholly original. Any composer/songwriter or lyricist, at any stage of the Festival shall be disqualified if:
7.2.1 Entry is found to have committed any violation of the applicable laws on plagiarism and protection of intellectual property.
7.2.2 Entry is found to contain four (4) or more consecutive bars of melodic content or lyrics exactly alike that of another published or released song either locally or abroad;
7.3 No musical composition that has been entered in any song competition including the Metropop Song Festival or has been published, recorded or released and distributed in the Philippines or abroad may be submitted.7.4 The composer/songwriter or lyricist shall hold GMA Foundation, its affiliates, and all its officers and employees, and all Festival Committees, including the members thereof, free and harmless from any suit, demand, debt, obligation, expense or liability arising from any misrepresentation or fraud in connection with his entry submitted to the festival.
8. Official Entry Song
8.1 All entries are to be submitted with duly accomplished entry forms. In the case of collaboration, both composer/songwriter and lyricist shall affix their signatures therein.
9. Form and Length of Entries
9.1 The song must be recorded and submitted on a cassette tape with vocal rendition together with five (5) typewritten copies of the lyrics. It may include either instrumental or vocal accompaniment as may be appropriate.
9.1.1 Only entries recorded on a cassette will be accepted by GMA Foundation.
9.1.2 Only the song title shall be printed on the side of the cassette on which the recording was done. The name of the composer/songwriter shall not appear on the tape label and lyrics sheet.
9.1.3 The recording shall be made at the beginning of each cassette and then rewound and cued to start upon playback, before cassette is submitted.
9.1.4 Verbal introductions and explanations which are not part of the song are disallowed.
9.1.5 All cassettes, lyrics, and application form submitted to GMA Foundation are non-returnable.
9.2 The length of the song must not exceed three minutes and thirty seconds (3'30") including the instrumental intro and extro. Violation of this rule automatically disqualifies the entry.
9.3 No music sheets or lead sheets are required for submission.
9.4 A composer/songwriter may only use any one or a combination of the following instruments:
Acoustic and/or electric piano; acoustic and/or electric guitar; acoustic and/or electric bass; drums/ untuned percussion instruments; and any ethnic or indigenous instruments. The use of synthesizers is allowed provided that the sounds used are simulations of the above-mentioned instruments. The use of other instruments shall automatically disqualify the entry. Back-up vocals are allowed.
9.5 Entries arranged a cappella are allowed.
10. Lyrics
10.1 The lyrics of the song may be in Filipino, English or any Philippine dialect, or predominantly in such languages or dialects, or a combination thereof. Entries whose lyrics are in a local dialect must be submitted with five (5) copies of direct translations in either Filipino or English.10.2 Any minor change in the lyrics of compositions qualified for finals upon the initiative of the composer/songwriter or lyricist shall be subject to the approval of GMA Foundation, Inc. GMA Foundation may initiate, in consultation with the songwriter any change in the lyrics of any composition that qualifies for the finals.
11. Copyrighting of Compositions
11.1 A composition may or may not have been copyrighted. However, the twelve (12) compositions in the finals will be copyrighted by GMA Foundation under the name of the corresponding composer/songwriter.
11.2 Notwithstanding any provision of these rules, all musical compositions submitted to GMA Foundation remain as intellectual properties of their respective composers/songwriters and lyricists.
12. Place of Submission of Entries
12.1 Entries should be placed in a short brown envelope and may be submitted personally by the composer/songwriter or lyricist, or their authorized representative at the following address:

12.2 Entries may also be submitted through registered mail, provided that it is postmarked January 21, 2013.
13. Screening of Entries
13.1 All entries will be assigned code numbers for confidentiality.
13.2 There shall be a Screening Committee which shall audition all entries and determine the final twenty (20) songs.
13.3 The decision of the Screening Committee shall be final and binding on all parties concerned.
14. Board of Judges
14.1 There shall be a Board of Judges which shall choose the winners from among the twelve (12) finalists during the Festival Finals Night.14.2 The decision of the Board of Judges shall be final and binding to all parties concerned.
14.3 The final judging by the Board of Judges shall follow two phases:
14.3.1 The pre-judging before Finals Night based on the recorded final arrangement having a carrying weight of 40%.14.3.2 Actual judging on the Festival Night carrying a weight performance of 60%.
15. Criteria for Screening and Judging
15.1 The appeal and potential popularity of the song being foremost in mind, the general criteria are as follows:
a. Musical Content - refers to the appeal of the melody and its accompanying basic harmony.
b. Lyrics - refers to the body of the verse used in the musical composition.
c. Over-all Impact - refers to the general appeal of the song entry based on the concept, treatment of subject, structure and unity of musical elements.
15.2 Sycip, Gorres, Velayo & Co. (SGV) shall be the official auditing firm for the 2013 Metropop Song Festival.
